The bodice top is shaped ever so slightly differently to the dress you like, but that should be easy to change and you would have to modify the for the removable skirt section, but you are expecting to do that anyway. The basic pattern is a straight strapless dress pattern, though.

The cupcake tower idea sounds cool - I saw a similar thing at a wedding where all the cupcakes were iced in white and topped with fresh flowers (I think they were pansies) - really simple, inexpensive, and it looked awesome.

That is a totally do-able dress to sew. Burda 8200 is a straight strapless sheath and you can add the tuck and ruffle with some clever alteration. Sewing in boning isn't hard and use ribbon or stay tape at the top edge to keep it from stretching out. How do they attach the bottom piece in that original? Buttons and loops?
